add longitudinal link for person records #11

Would be nice to have a variable to link respondents across months (or ORG years, or into March supplement).

Currently IPUMS has created such a variable; we should make sure we can link to IPUMS CPS extracts so that this and other variables of theirs are available if desired (see #2).

Eventually we should create our own longitudinal id.

This turns out to be an enormous mess so I'm lowering the priority for now.

Currently we do have variables that allow one to link the EPI CPS to IPUMS CPS, so one can merge in the IPUMS longitudinal ids.
