ocean parameter #12

incorporate ocean weighting parameter will need to be handled inversely from other layers (low ocean weight == high ocean cost)

The code is in place to handle the ocean data: the ocean diff grid is multiplied by the weight then multiplied by a constant inversely proportional to the weight. Additionally, a distance constant (also inversely proportional to the weight) is added to avoid runoff into areas of zero diff. May need to adjust and tweak the constants and the final dataset fairly significantly - I'm leaving the ticket open as a result.
