ease restrictions on editing bioregions

users expressed an interest in being able to more immediately edit their bioregion after seeing the resulting shape.

one strategy could be the following:

• after bioregion is created, ask the user if it is acceptable
• if yes, show Reports/Inputs page (now combined)
• if no, show Edit page

That yes/no option on the attributes page is implemented. Here's a quick summary of how it works...

If the feature is not yet flagged as acceptable: show the yes/no menu if yes: POST to server to set flag to acceptable turn on the reports div if no: open the Edit panel for the feature and do the js form trickery else if already flagged as acceptable: just show the reports

opening the edit panel was a PITA since many of the functions for form panel handling being private to the KmlEditor.
