help email not controlled by settings #45

This ticket might be better suited for the codebase site but I figured I'd at least bring it up here. Noticed this while dealing with the Language report issues, during which the error window that popped up says: 'If the problem persists, please contact help@marinemap.org for assistance' When really it should say, 'please contact 'bioregions@ecotrust.org'.

The alert is coded in media/common/js/layout/panel.js around line 442 (and maybe elsewhere?).

Any chance this can be re-programmed to access the settings var HELP_EMAIL?
