see gsaa project for feature attributes and legends

figure out the following: display only desired attributes display them in a user-friendly manner (precision, symbology (percent, etc), other?) display attributes for all features under mouse event legends

this may be good enough for now. we've got drill down feature attributes. can adjust which attributes are displayed via the admin numbers are formatted with commas and 1 point of precision by default legends, layer description, metadata link, and map tiles link are all available automatically.
