Right now they just get the map... should they get shared scenarios as well (for scenarios shared with the public)

Try to get collaborate interface working Hide manage button scenarios and scenarios_shared.geojson are giving 401s Low priority

Collaborate interface not a high priority - just hide and make sure no errors occur
