Scale targets and scaling factor #37

High importance should equal 3/4 habitat target? Or maybe just scale down the scaling factor to make costs more prominent.

Set scalefactor by considering avg and max targets:

scalefactor = avgtarget * 2 + maxtarget * 2 + 0.5
