Time based reminder to submit catch reports on a monthly basis #300

Send a reminder to fishermen to submit catch reports every 2 weeks or month (tbd).

how will this work exactly?

if it’s through the app they won’t get it because that means they’ll actually need to sign-in.

the barrier is them picking up the phone and signing-in.

The idea would be that if no catch report had been submitted from month/1 to month/30 (or whatever date range was useful to both fishermen and agency folks), an email reminder would be sent to the fisherman. Maybe they wouldn't get that either but at least the tool was attempting to help provide an easy to complete reminder.

best would be to send them a text message. they text. this situation is a little unquie because they have their person phone number and the number for their project phone. right now it should go to both.

For sms we would need to go with a service provider like twilio which is $1/mo for the phone number and sends 3 messages for 4 cents.

Regular push notifications are also possible but would require some additional dev time.
