Agency Dashboard - Allow fisheries managers to enter catch report data for fishermen #313

Some fishermen will still send in paper forms. To get this data into the same system, fisheries managers will need to enter it in. Add a Enter Catch Report feature like is available in the Solomon Islands dashboard.
