User shouldn't have to enter *, bottom line. It's just not intuitive. Here's how we get around. Let's talk about it more, I can walk you through this and see if I'm making sense.

a * in the keyword search string should be replaced with 'All'. Let people enter a * if they want too, but if the user enters 'All' or 'All' is in the keyword search then do Geoportal should be sent a '*'.
Add a 'show all resources' button at the bottom of the instructions when you go to the initial discover page.
Clicking a category/issue etc. when there is no keyword currently does nothing (bug) should automatically put 'All' into the keyword search along with filtering.

By default the input field should be empty with a '

The need for the search bar to read "All" is debatable, and is likely to be more work than is worth it. I feel this issue should be closed unless it becomes the secret for solving the bug in #73
