The identifier provided by Geoportal is a web address instead of a uuid. Are we grabbing the right attribute? http://54.244.247.232/geoportal/rest/document?id=http://csc.noaa.gov/data/Documents/Metadata/WCGA/CriticalHabitatDesignations.xml

This layer is coming from a NOAA Coastal Services WAF: http://csc.noaa.gov/data/Documents/Metadata/WCGA/

The bug you are seeing is happening across all the WAFs we are trying to harvest, so basically no WAF results are working in the WCGA interface as a result.
