Selected Filters Need Persistent Representation for Removal #72

If a filter is applied, but no results match your query, you cannot remove the filter to get back to seeing results.

To recreate: Select some categories and/or issues and filter by them. click on the map somewhere that won't match any of your other filters. You can only get back to getting results by clearing the map search or by editing the URL and refreshing.

Estimated fix time: 1-3 hours.

The bug reported about not being able to clear filters is their SOLR count was 0 (and therefore not displayed) is now the plan to add 'X' icons next to the printed list of filters that trigger their removal. This feature will render the bug moot.
