Email functionality for Transaction Manager #96

When a transaction status is rejected, we need an email gui to pop up so that the admin can tell the submitter why their data was rejected. Maybe with a little boilerplate text to be sure things stay cordial.

We may also want to send an email upon acceptance of the transaction, to let the users know when their data is available.

Front end is done for transaction review. Modal for recording reason, saved to transaction.

Needs backend for sending mail.
