User Story

As a system administrator, I want to remove old LMS csv files, so that I don't fill up my filesystem with redundant data.

Stand-alone Python utility.
User configurable number of days to keep files.
Deletes old files in all of the LMS-filesystem directories based timestamp in the file name.
README file to explain how to use the utility
