Create set of small, standard sample LMS roster data #387

Jira Description

Story

As a developer, I want a small set of user and section data that I can import into the LMS's I work with.

As a business analyst, I want to be able to standardize the sample data across the LMS's where possible, so that there is some morning in the visualizations developed later..

Acceptance Criteria

A OneRoster 1.1 compatible import file that contains 2 sections in 1 school with 10 students each. The section grade levels should be from a middle school
5 of the students should overlap between sections.
Nice to have: those students match a classroom from Grand Bend

There is a tool through IMS to validate these files but it requires a membership login, which I do not have. https://www.imsglobal.org/oneroster-conformance-testing.
