Display error message indicating why password field validation fails #187

Jira Description

Initial Password requirements were set by Headspring but the message was not working consistently.

Need to verify that the message appears notifying the user that:

  1. Passwords match between password and confirmation fields
  2. Lenght
  3. use of at least one special character
