Allow each individual to develop its own instruction set by adding the following instructions:

Enable Instruction - Adds the instruction indexed by the top number on the Integer stack.
Enable Instructions - Adds instructions using all number in the Integer stack.
Disable Instruction - Removes the instruction indexed by the top number on the Integer stack.

When generating new individuals, enable a random set of instructions.
