H3 arm #232

The original ARM code pull request included a number of changes that had been made to H3 develop branch since I created h3-arm, as well as the actual ARM support changes. To separate those better, I've merged h3-develop into h3-arm, so this new pull request should just be the ARM changes.

This was a mistake. I want to merge the ARM code into the h3-arm branch, not master.
