Add P.Eirene IV metadata #122

Add P.Eirene IV (p.eirene;4;) metadata to http://aquila.zaw.uni-heidelberg.de/ and https://github.com/papyri/idp.data/tree/master/HGV_meta_EpiDoc

P.Eirene IV 6 should be added to P.Bingen 109 P.Eirene IV 27 R (should be given a different TM number) possibly belongs to the same roll as P.Oslo III 82 P.Eirene IV 41 goes to DCLP

You will find pEirene4Transfer.fmp12 in ../Admin/hgv/pEirene4

Please xwalk this to papyri.info master with usual pull request and HGV aqila with all the necessary bits and pieces.
