We would like a list of HGV files for which there are no corresponding DDB files (also check that they are not in DCLP).

Presumably use the leverage of ddb-hybrids which are not matched (beware ddb-hybrids in HGV which are tied to different ddb-hybrids in DDB). Thus probably to link with TM / HGV numbers when writing the script.
