Add P.Köln XVI (p.koeln;16;) metadata to

FM file pKoeln16TransferFile.fmp12 now ready.

Remember we need to generate a file for Texte im HGV as well as making the relevant change to the Liste file

Carmen you will find the file pKoeln16TransferFile.fmp12 at ../Admin/hgv/pKoeln16 on the 252 server.

All files are new. There are no modified ones. Would you please xwalk them on a branch with reference to #97. Then please create a pull request.
