In era, historically Rolanberries were sold by Kopopo and Chomo in the windurst cooking guild. In retail it was removed from those two NPCs and moved to only be sold at the M&P market in Upper Jeuno and the Duty free store in Port Jeuno.

https://ffxiclopedia.fandom.com/wiki/Chomo_Jinjahl?oldid=366181 Neither of these NPCs automatically restock Rolanberries. It might be in place already, but no one has sold any to them so they'll have stock. Them not having Rolanberries to sell is probably because they don't have any in stock.

Both Chomo nor Kopopo stock Rolanberry.
