This issue may be the case for more 1st place nation buyers other than just the example provided. The issue reported was that Freesword's Slops (12915) were not purchasable from the 2nd place Windurst nation when the buyer's nation was 1st place. It is unclear if this is ToAU era behavior or not.

Note: If Windurst is in second place for Conquest, citizens of the first place city can get these from any Windurst Signet guard for 2000 CP.
