I can't find the appropriate era evidence to say anything on this other than the fact that seals/crystals should on drop of "easy prey or higher" but from what I can gather, everyone's memory (including mine) seems to be that BCNMs/Battlfields shouldn't be dropping crystals/seals. Sorry for opening a ticket with so little proof, if someone can find something to prove this please update the ticket.

Both seals and crystal drops should be resolved for most zones. What scenario was this seen, and what items?

Dark Crystal off 2-3 dragon this week, but I can't recall a BCNM that I've done that didn't also drop crystals/seals. I'll do a few soon and update here if I find others. Maybe I have old memories from before a recent-ish fix.

Also to add - Shell We Dance (Boneyard Gully ENM) mobs drop Crystals at least. Didn't see a seal drop last time. Mobs in the escort assault (Seagull Grounded) dropped crystals as well, though not sure if they're supposed to or not

Battlefields are not supposed to drop either crystals or seals. Review of the code that is live indicates crystals are able to drop from them, but not seals. Please report seals dropping from any battlefield.
