Hat in Hand will not give key item or show in questlog

Details

On my character Tottoshan at 20:39 CST on December 12th with client version 30181205_0 I talked to Boren-Moren to start the quest Hat in Hand and the chatlog says that I received a New Model Hat (see picture) but the item is not in any of my key items categories (including temporary key items) and the quest is not flagged. I talked to 101 Windurst Waters NPCs anyways without zoning and did not receive any confirmation of showing off my hat, plus Honoi-Gomoi did not make a special remark about my hat. Upon returning to Baren-Moren he did not finish the quest and instead cycles through different phrases unrelated to the quest.

is this your second time doing the quest? (it's repeatable)

I am not honestly sure now...it is now showing in my completed Windurst quest log and I didn't think I had completed it in the past but I could be wrong. This is a mule and I am not worried about getting the Windshear Hat- I am happy knowing that it has been completed now for reputation, checklist purposes, and to continue his storyline. Thank you!

sounds like there is something messed up with repeating this quest, though, so i will leave ticket up. thanks for confirming
