Egg Hunt Windurst egg unobtainable

I have been trying to obtain a Flower Egg and Hatchling egg on characters Kaijikunito, Nekolai, and Tottoshan. On 4/11/23 around 1:30PM CST when I tried trading the letters ELSHI for the only region that Windurst controls, each character had the following eggs:

Kaijikunito: Wing, Melodious, Lamp, Clockwork, Jeweled Nekolai: Wing, Melodious, Lamp, Clockwork, Jeweled Tottoshan: Lamp

When Kaijikunito and Nekolai attempted trading ELSHI as their first trade for that Vanadiel day, nothing happened and the moogle said nothing. When Tottoshan traded ELSHI they received a clockwork egg. I have now tossed both the lamp and the clockwork egg on Tottoshan in hopes of obtaining the Windurst egg randomly (I was told the game might randomize between Bastok and Windurst as they both control a different Elshimo).

I don't know if the Windurst eggs are obtainable as of now and I am worried that if I wait for the new conquest the event will end. I can't provide proof Kaijikunito and Nekolai not obtaining Windurst eggs (as nothing happens) but I am providing a screenshot of Tottoshan receiving a clockwork egg for ELSHI.

im having issues trying to obtain a windy egg also, difficult as the only region windy owns is Elshimo Up, which isnt seperated by lowlands/upland when trading. As Bastok owns the other im wondering if there is a conflict of interest and its bugging out? Wiki notes: _"If two different nations own Elshimo Lowlands and Elshimo Uplands, turning in 'E, L, S, H, I' will randomly reward you with one of the possible rewards of those two nations including Egg Lantern if you happen to have the first two rewards from a given nation._"

i just dont know if this has been implemented on Eden

right now it defaults to lowlands, trying to work on a fix. the event does not end until the 25th so you have time to obtain the eggs post conquest should windy get another region.
