Novacom driver installation fails....Windows Vista 64-bit #8

What steps will reproduce the problem?
Download most recent version of Java (Java 8 Update 25)
2. Download Novacom .jar file and click on file from Firefox downloads list
3. Installer correctly identifies Windows 64-bit OS....installation then fails 
(ERROR:  Driver installation failed)  

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Novacom installer v1.3-jar
Windows Vista 64-bit

Looks like download site is unavailable for both Universal Novacom Installer 
and http://www.openwebosproject.org/opensource/packages.html page.

Ok, so I am running into a similar issue. How do you install the .tgz file from 
XDA in Windows? I have no idea what I am doing wrong, have latest java 8 
installed. What exactly should I be installing? I unzipped the tgz file and 
have no clue where to start.
