Create pools #41

This PR allows the StepPools object to accept new pools or modify existing ones. fixes #40

Coverage increased (+1.1%) to 79.017% when pulling a456bbd4a17113148c205a6bf3178ba68cb2c297 on writepools into 1a9f7d14e5597f7607ab85171432c7791d523d08 on master.
