It looks like most of the time the search form takes up more vertical space than the description, even with collapsing, so it might be nice to put the quick actions under them? If there is no description, the quick actions could stay under the search form.
If we do this we could use the same template as for the show pages quick actions which is fully horizontal so the card takes up even less vertical space.
