add check for version to file-load functions

probably need

[x] a version parameter/variable
[x] a constraint at modules/main_loop.xqm to filter the collection for the version number
[x] a constraint to crud:read#1 (maybe a second parameter $meiversion to this function?)

NB, I did not add a second parameter to crud:read#1 because I simply used the "global" variable $config:meiversion for the check.
