Update Dockerfile as well as actions to use new edisonstuart/orodha-base-image image instead of bookworm image.

Ready when:

orodha-list-service can be built locally with new image
orodha-list-service can be pulled from dockerhub when no image present
build and push actions as well as test actions are working with their respective image (dev for test, prod for build and push)
