Notify when a folder cant be read #37

The service will try to read the folders every time it is launched, make a counter somewhere and when it cant be read a few times launch a notification to the user.

Remember to clear the counter if the folder was read.

it is possible that this issue was resolver already with #43, but to be sure we may notify it or, at least, save those errors and report them
