As a content creator, I want the course creation process to be more clear with step by step checklist

Steps needs to be clickable.

Acceptance Criteria:

• It should be possible to navigate a course using a checklist between 'Informações gerais' and 'Seções do curso'
• It should be clearly shown what requirements the content creator has fulfilled and which requirements they are missing.
• A content creator should not be able to browse to the later section before all requirements in the previous section have been fulfilled.
• There should be an intuitive distinction between clickable steps and what is required, but not clickable.
