write script to build end user Confero distro's

Script should:

• [x] Use a base folder / file structure and copy it. This would include things like the binary dependencies and other files that do not change.
• [x] Add the latest ConferoView folder
• [x] Add the latest ConferoTrack folder
• [x] Copy latest psychopy / iohub to site-packages
• [ ] Build user docs
• [x] Add built html docs to
  • Top level Confero folder
  • Confero/ConferoView/view/static folder
• [x] Copy latest .bat files to top level Confero folder.
• [ ] Modify some file that can be used to hold a build date / version number for the distribution.
• [ ] Create the self extracting archive file from the newly built Confero distro.

I'm uploading a new distribution that has several bug fixes for issues reported.

The End USer Distro was created using the new build script, so This is alkso a test of whether everything that is needed is getting done by the build script. Looks OK to me with a quick test.
