• Update version number.
• Pinned numpy<2 in requirements and Conda recipe (closes #759)
• Update conda recipe including requirement for scikit-learn, wandb, numpy and python.
• Removed python 3.8 and 3.9 from setup.py and from documentation, and update to 3.11 when needed.
• Added a note in docs about usage of tuples in parameters (closes #763)
• Fix all of the link anchors to point to the correct line numbers.
• v5.0.0 conda and TestPyPI packages have been built, deployed, and tested.

@tamarl08 I thought of a few other things:

• [x] Remove any use of Python 3.8 in the documentation (e.g., getting started)
• [x] Remove python 3.8 and 3.9 from setup.py
• [x] Make sure the RTD requirements are up to date, also using python 3.11, and the build passing
