UI system

Implement initial user interface to the game. [Scene2d] (https://github.com/libgdx/libgdx/wiki/Scene2d) will be used.

Goals:

• [x] Main menu state (level selection and etc)
• [x] Play state (the actual game)
• [x] Pause state (menu overlay)
