I think the North hand is worth an invite, but perhaps you have defined 3S as invitational.
Is 2N conventional after 2C? So 2N followed by 3S is a good invite?
2NT isn't forcing.
I think you should use 2N the same ways as after (1C)-2C Michaels Cue bid, but for now we will just enjoy, that North did not pass 2C.

It is all about how destructive 2C is, I would expect to make 4S more than 50% with KJxx,Kxx,x,KQxxx after partners 2C-overcall
But fine 3S is an invite, I do expect partner to the 2C-bidder to bid game with an opening hand and some distribution
