Until E bids a new suit, BBA treats clubs as the opposite suit. 2S - 6-7 HCP 2C - 7-9 HCP I think this is an important difference.
Really just complicating things 1H=0-7 (Bad 8) So Pas to 1S with 0-5, and 2S with 5-7 (3-card support) And even playing like you suggest the North hand should probably pass with only 2 spades and 5HCP If you want to bid on the North hand 1N is probably right

With a limit raise, North will bid 2S, so 2C is just natural here as North is limited. I agree with BBA that North should bid 1N (or pass), but can we remove those limit+ raises, where it makes no sense.
