agree. North hast two options 3s or 4s. In situations where would be already on 3 or 4 level and partner has bid, we should not bid to a potential minimum. In this case we should not assume partner has 8HCP which would be the minimum for reopening double but bid as if partner has an average strength. Not sure how man points we should assume as average.

Next BBA will change the bidding after 2D but will still not force bidding after 3D. image
