Over 5C it might be OK to pass, but over 4C I think South should take some action

yes, exacly. South needs to double. Unfortunalely I did not find any good articles about reopening doubles in this position. I'd suggest - after opening and a preempt and two passes: if opener has no 6card suit and a shortness (singleton or void) in the prrempt-suit

double = 11+ HCP for preempts up to bidding until which we play negative doubles 15+ HCP for preempts above bidding until which we play negative doubles
