Problem with the concept of 1x 1nt X meaning #619

The intention of the double in the bidding 1x 1nt X is - we want to double the opponents in 1nt and (when opponents run out) check thea possiblilty of a double to 2c/d/h/s

So there are some rules: 1) as long as the opponents don't bid a suit - we pass. 2) when opponents bid a suit we double with opposition in that suit, we pass (forcing) without a opposition in that suit when partner will be on turn afterwards we bid without a opposition in that suit when partner has passed already.

So after 1s 1nt X p p XX

the opponents are still in trouble. We should stick to our plan and pass. 2s is wrong. Afterwards, in case opponents run out of 1nt XX we will evaluate if we want to double or not.
