Bug after 1s 2c. Missed negative double #675

If we play 1s 2c 2h forcing then south has a clear negative double If we play 1s 2c 2h non forcing then south can either double or bid 2h 1s 2c Pass is wrong in any case.

After 1s 2c X 4c North will have no problem bidding 4h.
