On the actual hand BBA will bid 4S, but looking at definition 13 hcp is to low a limit. 4C is slammish opposite 10-12 hcp, so at least 19 including distribution

"South need a better hand" - 4C = at least 20 total points, I will adjust the HCP a bit, which may actually differ significantly from the one shown. Next BBA image

But 13 and 2 doubletons are not even close to 20 points. It is a good place to count losers, as there are 6 losers, and even the most optimistic North hand will cover 4.

And that is why S will bid 4P and not 4C.
