With a good opening hand South should bid 2H GF. AFter 2S 3H is almost just to play, so range is more like 5-10. The idea is that with an invitational hand responder bids 3H instead of 1N, otherwise it is getting to difficult.

So 1N denies a one-suited invitational hand
