I am fine with 3H, as also GIB defines it as 4H and 16-18, and South hand is 4333. Notice, that 2S is GF. I think the problem is the priority of bids, and BBA should always give priority to the most descriptive bid.

Here 3/4H will describe the hand perfectly but 2S still could be many different hands
