Blazeborn spawning above the bedrock 1.19.2 #300

I have a lot of mods on my server and im really not sure whats causing it but blaze born just keep spawning above the bedrock in the nether, the only mod i have that sounds like it might be related is amplified nether but the devs there said it wouldnt cause it

The power used to modify spawn requires that world spawn coordinates, when transformed for the nether, land somewhere where there is a safe position to place the player. Basically if the game has to choose between a placing the player in lava, or placing the player on the nether roof, it'll always choose the nether roof. As far as I'm aware, this is also the behavior of fabric version of the mod (at least the one used currently used as upstream)
