Not working for <li> elements #120

What steps will reproduce the problem?
1. embed inside page
2. try to open <li>CONTENT</li>
3. empty editor shown

What is the expected output? What do you see instead?
editor should contain CONTENT

What version of the product are you using? On what operating system?
Version 2.3.0

Please provide any additional information below.
