What happened? What did you expect to happen?

Putting a tool in a Scrapper will randomly work, this will dispense resources but doesn't delete the tool. Handle is an exception to this.

How can we reproduce this bug?

Spawn a powered Scrapper
Spawn a PDW-X44
Drop the tool into the scrapper until it scraps it, the scrapper will dispense resources but doesn't delete the tool.
