Allows for dragging to parts smaller than 1 stud

What do you propose? What should change, or what should be added?

Give people the ability to choose the increment of the drag tool

difficult on the technical side because roblox's builtin dragger just simply doesn't allow this but yeah this has been pretty much planned forever
