Bell overload detection isn't working #109

The bell should stop working for a while if it's triggered too often within
a short time span, but that mechanism doesn't appear to be working.

It wasn't working because I'd set the timeouts in seconds even though they were
measured in milliseconds ...

Since no-one actually complained about this not working, I've simply removed 
the code
for it. Also disabled the bell in the default config because surely most people 
only
get annoyed by bash beeping or flashing at them anyway.
